HRDC Board Membership
There are fifteen members of the HRDC
Board of Directors. One-third of the members are elected public
officials currently holding office, or their designated representatives.
One-third of the members are low-income individuals or representatives
of the low-income sector in the community. The remaining one-third
represents business, industry, labor, education and other
major groups of interest in the community. Members are solicited
from the respective sectors and are asked to submit a letter
of application. Board members review applications and appoint
members to fill vacancies.
Public Sector Representative – Belgrade, Montana
Joe has been the City Manager of Belgrade since 1990. He has previous experience working as a Community Development Director for the City of Polson, Montana. Joe spends much of his time supporting his community by serving on the Belgrade Transportation Committee, Gallatin County Transportation Committee, Belgrade Kiwanis and as the chair of the Belgrade Chamber Economic Development Committee. Joe also serves on the Board of Directors for the Montana Municipal Insurance Authority, Montana Rural Development Partners and Montana Economic Development Administrators.
Community Representative – Gallatin Valley Food Bank
Donna has a deep commitment to serve the community and gives her time to several Advisory Councils such as the Gallatin Valley Food Bank, Head Start Policy Council and the Retired and Senior Volunteer Program (RSVP).
Private Sector Representative – Oasis Telecommunication
Kent is co-founder and vice president of Oasis Telecommunication, a local fiber optic telecommunication company. He also assists his family with the administration of the Willow Springs Foundation. This foundation supports many social and environmental programs within our community.
Private Sector Representative –Madison Engineering
Chris has a strong interest in transportation, affordable housing and service to our community. Chris is a graduate of Montana State University and has worked in Bozeman since 1992. Chris also serves on the Urban Transportation Advisory Board, The Gallatin County Community Block Grant Review Board, the Gallatin County Fair Board and the Gallatin County Fairgrounds Foundation.
Private Sector Representative - First Security Bank of Bozeman
Cynthia has over 20 years of experience in a management and human resources role. Her current position as the Human Resources Officer for First Security Bank is to develop, maintain and administer personnel programs for the Main Bank and 6 branch locations. She is responsible for in-house training of over120 employees. Cynthia’s strong commitment to her community is reflected in her active participation on numerous committees and Boards including; United Way, Gallatin Valley Human Resource Association, Big Brothers and Sisters, CAP, Job Service Employers Council and Society of Human Resources Management.
Community Representative – GALAVAN
David is currently the Chairman of GALAVAN, and a Research Associate at the Western Transportation Institute-Montana State University-Bozeman. Before returning to Bozeman in 2001, David was the planner for the transit system in Fargo, North Dakota. David’s interest in transportation includes aviation, and he is a licensed private pilot.
Community Representative – Community Land Trust
Connie purchased a home through the HRDC’s Land Trust Program in 1997. She is also the owner and operator of Sunshine Preschool, which serves children ages zero to five. Connie serves our Board as an advocate for children, working families and as a small business owner.
Private Sector Representative – Moos Financial Services
Kris is the owner of Moos Financial Services. Kris joins our board with a strong interest in the Gallatin Valley Food Bank. He is an avid hunter and outdoorsman.
Community Representative – Head Start Policy Council
Victoria is a stay at home mother of two children. She is currently the Vice Chairperson for the Head Start Policy Council. Her family is very involved with hockey in the Gallatin Valley and her boys play hockey. Victoria also serves on the HRDC Board of Directors as an advocate for children and families.
Community Representative – Bozeman Deaconess Health Services
Cheryl is the Vice President of Business Development for Bozeman Deaconess Health Services. Cheryl is responsible for strategic planning, market research, marketing/communications, health education and information, off-campus facility development, land master planning and development and business planning for new programs and services.
Community Representative - Manhattan
Ramona is a retired teacher, coach and school superintendent. She has taught in many Montana communities including, Bainville, Westby, Lewistown and Huntley Project. After receiving a Masters degree in 1979 from Montana State University she served as a high school principal for six years at the Billings Central Catholic High School. After earning her superintendent credentials she served the Huntley Project Schools for 11 years and the Manhattan Public School for nine. She currently works part time as the Executive Secretary of the Montana Association of Accredited Schools. Ramona is active in the Manhattan Chamber, Rotary, Rocky Mountain R.C.&D., and formed the Manhattan Public Schools Foundation.
Private Sector Representative – MSU, Student Affairs Division
Kathy is the Director of the Office for Community Involvement at Montana State University. Kathy works with student staff members, tutors, AmericCorps Members and MSU faculty in developing and implementing projects and programs to better connect campus resources to meet community needs. The volunteer opportunities created help students develop a sense of civic responsibility and enhance their educational experience. Kathy previously worked for the Gallatin Valley Food Bank and has a long list of volunteer experience within our community. Kathy currently serves on the Board for the Community-Based Work-Study Program, the Retired and Senior Volunteer Program, the MSU America Reads* America Counts Academic Tutoring Program and Volunteer Connections of Southwest Montana.
Public Sector Representative – Three Forks, Montana
Gene has been the Mayor of Three Forks, Montana for the past 17 years making him one of the longest serving active mayors. Born and raised in Three Forks, Gene has a strong commitment to the town’s residents and businesses. He serves on the HRDC Board of Directors as an advocate for residents of our more rural communities. Gene has also worked at the Luzenac America talc plant for the past 29 years.
Public Sector Representative – Gallatin County
John currently holds a seat as a Former Gallatin County Commissioner. A former Bozeman High School teacher, John was highly respected by his students and peers and was twice named Teacher of the Year. He is also a former Bozeman Mayor and city commissioner. He served in the Montana House of Representatives for 16 years, and as Speaker for two sessions.
